What decided it

The proposed first floor rear extension, by reason of its size, height and design, would be a visually incongruous addition causing unacceptable harm to the character and appearance of the host dwelling and surrounding area, contrary to Policies D1 and H4 of the Maldon District Local Development Plan and paragraphs 131 and 135 of the Framework.
