What decided it

The Inspector was satisfied that the appellant's lighting and landscaping mitigation measures would maintain dark corridors along hedgerows conducive to bat foraging and commuting, avoiding significant harm to bat populations.

The proposed mitigation measures were found sufficient to avoid significant harm to bats, so the development accorded with the relevant development plan policies and the Framework, and the appeal succeeded.
