The public benefits of four dwellings, renewable energy use, biodiversity enhancements, and self-build housing delivery (afforded moderate weight overall) did not outweigh the less than substantial harm to heritage assets (afforded great weight), and the proposal would not benefit from the presumption in favour of sustainable development.
