The very significant undersupply of housing land (2.96 years) and the Council's underperformance against the Housing Delivery Test triggered the presumption in favour of sustainable development, which outweighed the conflict with Policy 73 on tree protection.
The moderate harm to protected trees and conflict with Policy 73 was outweighed by the substantial benefits of delivering 4 new dwellings in an accessible location to address a very significant shortfall in housing land supply and support the Council's Housing Delivery Test performance.
