What decided it

The significant harm to the landscape, character and appearance of the area caused by the bulky scale and design of the proposed dwelling at the edge of the discrete settlement cluster, which would erode the positive contribution the site makes to the rural landscape, outweighed the modest benefits of housing delivery and other considerations when assessed against the Framework taken as a whole.

The adverse impacts of granting permission, comprising significant harm to landscape, character and appearance and failure to safeguard the open countryside, significantly and demonstrably outweighed the benefits of delivering a single dwelling towards housing land supply shortfall, economic benefits, ecological enhancements, affordable housing contributions and self-build housing, when assessed against the policies in the Framework taken as a whole.
