The less than substantial harm to the significance of the Conservation Area would be outweighed by the public benefits of the scheme; however, the unresolved nutrient neutrality issue and resulting conflict with Policy ENV 02 is not outweighed by those benefits, and the proposal conflicts with the development plan as a whole.
