The proposal cannot be concluded not to have an adverse effect on the integrity of the River Wensum SAC and Broads SAC/Ramsar due to the absence of an available nutrient neutrality mitigation strategy, which is a conflict with Policy ENV 02 that cannot be outweighed by the public benefits.

The less than substantial harm to the significance of the Conservation Area would be outweighed by the public benefits of the scheme; however, the unresolved nutrient neutrality issue and resulting conflict with Policy ENV 02 is not outweighed by those benefits, and the proposal conflicts with the development plan as a whole.
