What decided it

The proposal conflicts with an up-to-date neighbourhood plan made less than five years before the decision, which contains policies and allocations to meet its identified housing requirement, and Paragraph 14 of the Framework provides that the adverse impact of allowing such development would significantly and demonstrably outweigh the moderate benefits.

The moderate benefits of three new dwellings, economic benefits from construction and occupation, and potential enhanced pedestrian links from the adjacent allocated site were significantly and demonstrably outweighed by the conflict with the neighbourhood plan under Paragraph 14 of the Framework.
