What decided it
The considerable (though tempered) benefit of the works in restoring a safe highway carrying capacity to the bridge, combined with the low heritage significance of the asset, outweighed the moderate heritage and slight landscape harm.
The moderate harm to the low-significance heritage asset and slightly adverse landscape/visual impact were outweighed/compensated for by the considerable benefit of a restored safe carrying capacity and the lesser benefit of removing anti-social behaviour, tipping the balance in favour of the development according with the development plan.
