• whether the proposed development would provide appropriate living conditions for future occupiers, with regard to noise and disturbance
• the effect of the proposed development on the living conditions of nearby occupiers, with regard to noise and disturbance

What decided it

The failure to accord with the development plan strategy for the Timperley Wedge requiring delivery in accordance with an approved masterplan, combined with substantial harm to character and appearance and unresolved noise concerns for future occupiers, outweighs the housing delivery benefits under the tilted balance.

The substantial harms from conflict with the masterplan requirement, harm to character and appearance, and failure to demonstrate satisfactory living conditions for future occupiers significantly and demonstrably outweigh the limited benefits of housing delivery, renewable energy and self-build provision, such that the presumption in favour of sustainable development does not apply.
