What decided it

The proposal would provide inadequate internal and external living space for the upper floor unit, create unacceptable highway safety risks through insufficient parking, fail to provide suitable cycle storage, and reduce the supply of larger family-sized homes for which there is identified need, and these cumulative harms significantly and demonstrably outweighed the benefits including the personal circumstances of current occupiers.

The personal circumstances of existing occupiers and the provision of one additional dwelling in an accessible location were outweighed by significant harms to living conditions, highway safety, cycle storage provision and the loss of a larger family-sized home, resulting in cumulative harms that significantly and demonstrably outweighed the benefits.
