What decided it

The unacceptable harm to the character and appearance of the area arising from development detached from the built edge of Paignton within the rural hinterland and informal green corridor, compounded by the loss of category A and B trees, significantly and demonstrably outweighs the limited housing benefits despite the Council's inability to demonstrate a five-year housing land supply.

The limited housing benefits (moderate weight) and associated social and economic benefits (limited weight) were significantly and demonstrably outweighed by the significant harm to character and appearance and conflicts with development plan policies, when assessed against the Framework as a whole.
