Main issues, as the Inspector framed them
- Whether the proposal should be permitted having regard to the current requirement for housing, the settlement strategy of the development plan, the relationship of the site to the village of Mawgan and the character and appearance of the area
What decided it
The proposal does not satisfy the CLP criteria for rounding off development adjacent to a settlement, as the site comprises only half a field with an arbitrary boundary not defined by a physical feature, and would facilitate continued incremental growth contrary to the development plan strategy.
The benefits of 20 additional dwellings including six affordable units and significant social and economic benefits were outweighed by the clear conflict with CLP Policy 3 rounding off criteria.
