What decided it

The proposal would cause significant harm to the character and appearance of the Conservation Area and fail to preserve the setting of a Grade I listed building, which are designated heritage assets that provide a clear reason for refusal under paragraph 11(d) of the Framework, notwithstanding the Council's inability to demonstrate a five-year housing land supply.

The presumption in favour of sustainable development under paragraph 11(d) of the Framework was disapplied because policies protecting designated heritage assets (the Conservation Area and Grade I listed building) provided a clear reason for refusing the development; the modest housing contribution and moderate community facility benefits did not outweigh the significant heritage harm.
