The substantial weight given to Green Belt harm (inappropriateness, loss of openness and conflict with safeguarding the countryside from encroachment) was clearly outweighed by the significant weight attached to unmet pitch need and the substantial weight attached to the benefits of a settled base for the family, so very special circumstances existed to justify allowing the appeal.
