What decided it

The proposals would cause significant harm to character and appearance by resulting in the first-floor front window being set back and partly concealed by a parapet wall, which would unduly disrupt the fenestration pattern and spoil the host building's appearance.

The absence of material harm to neighbouring living conditions did not outweigh the significant harm identified to character and appearance.
