What decided it
The unacceptably harmful effect upon the character and appearance of the area and the failure to meet the minimum floor-to-ceiling height requirement for the proposed flat, which together significantly and demonstrably outweighed the modest benefits of housing provision.
The modest social and economic benefits of improvements to existing flats and provision of a new one-bed flat on a previously developed site attracted moderate weight, but the significant harm to character and appearance and the failure to meet living condition standards attracted significant weight, resulting in the adverse impacts significantly and demonstrably outweighing the benefits when assessed against the Framework taken as a whole.
