What decided it

The adverse impact of the appeal scheme in the countryside location, particularly the harmful erosion of rural character and failure to meet criterion 7 of the IPSHD, significantly and demonstrably outweighed the benefit of providing one additional dwelling to the District's housing supply.

The tilted balance under NPPF paragraph 11 applied due to the Council's housing land supply shortfall, but the adverse impacts on rural character and landscape sensitivity significantly and demonstrably outweighed the benefit of one additional dwelling when assessed against the policies in the Framework taken as a whole.
