What decided it
The conflict with the spatial strategy in Policy DS4 of the development plan, combined with the great weight required to be given to the conservation of the listed building and the less than substantial harm to its setting, meant the public benefits of the proposal did not outweigh the identified harms.
The public benefits of providing 4 new dwellings, landscaping, ecological enhancements, energy efficiency and minor economic benefits were outweighed by the conflict with the development plan and the great weight to be given to the conservation of the Grade II listed building and the less than substantial harm to its setting.
