The adverse impacts arising from inadequate living conditions (insufficient floor-to-ceiling height and lack of outdoor amenity space) and harm to character and appearance (loss of chimneys and prominent rooflights) significantly and demonstrably outweighed the modest housing supply benefits when assessed against the Framework as a whole.

The modest contribution to housing supply and efficient use of land in a PTAL 5 area were outweighed by significant harm to living conditions for future occupiers and to the character and appearance of the host building and area; the adverse impacts significantly and demonstrably outweighed the benefits.
