What decided it

The proposal would result in a form of accommodation providing poor living conditions for future occupiers, with internal space significantly below space standards and no access to external garden space, which would substantially outweigh the modest housing supply benefit even in the context of a five-year housing land supply shortfall.

The modest benefit of one additional dwelling in a sustainable location and bringing a vacant shop back into use was outweighed by the significant harm to future occupants' living conditions through substandard internal space and lack of external garden space.
