What decided it
The Council's failure to demonstrate a five-year housing land supply triggered the tilted balance under NPPF paragraph 11(d)(ii), and the benefits of housing delivery and conservation area enhancement outweighed the harm from the unsustainable location.
The adverse impacts of locating development in an unsustainable countryside location, to which moderate weight was attached, were outweighed by the benefits of delivering two new dwellings and removing uncharacteristic buildings from the conservation area, to which more than moderate weight was attached, resulting in permission being granted under the tilted balance.
