What decided it
The harm to the significance of the settings of the Grade II listed buildings Tanners Farmhouse and Bran End Mill provides a strong reason for refusal under paragraph 11(d)(i) of the Framework, notwithstanding the absence of a five-year housing land supply.
The presumption in favour of granting permission under paragraph 11 of the Framework does not apply because the harm to designated heritage assets (less than substantial harm to the settings of listed buildings) provides a strong reason for refusal; the modest benefits of housing delivery, economic uplift, biodiversity net gain, and sustainable design do not outweigh this heritage harm.
