What decided it

The proposal would harm the safety of users of Smallbrook Lane due to increased traffic on a narrow road with inadequate pedestrian refuge and passing places, contrary to development plan policies on highway safety.

The limited social and economic benefits from one additional dwelling were outweighed by the unacceptable harm to highway safety, and the presumption in favour of sustainable development did not apply given the Council's ability to demonstrate 4.6 years of housing supply against a requirement of 4 years.
