The moderate weight attached to the social and economic benefits of five dwellings and local housing contribution was significantly and demonstrably outweighed by the harm caused through the lack of affordable housing when assessed against the policies of the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
