The proposed dwellings would preserve the general rural character and appearance of the locality and would not cause harm to the significance of the listed building or other heritage assets, being consistent with development plan policies and the Framework.
No balancing exercise was required as the Inspector found no conflict with development plan policies and no harm to heritage significance, therefore the presumption in favour of sustainable development did not need to be applied despite the Council's inability to demonstrate a five-year housing land supply.
