Main issues, as the Inspector framed them
- the effect of the proposal on the character and appearance of the area, with particular regard to the loss of trees and the replacement of trees required by the Tree Replacement Notice
- the effect of the proposal on the character and appearance of the area, with particular regard to design and layout
What decided it
The adverse impacts of the loss of protected trees and harm to the character and appearance of the area would significantly and demonstrably outweigh the benefits of four additional homes when assessed against the policies in the Framework taken as a whole.
The benefits of four additional homes and the use of brownfield land within a settlement, given the significant undersupply of housing (2.96 years), were outweighed by the significant adverse impacts of the loss of trees and harm to character and appearance of the area.
