The layout and arrangement of the proposed dwellings would create a suburban character that is fundamentally at odds with the rural setting and established pattern of development, and this harm to character and appearance is not outweighed by the housing benefits given the availability of a fallback position that could deliver similar housing numbers with less harm.

The adverse impacts of the proposal, particularly the harm to character and appearance, significantly and demonstrably outweigh the benefits of housing delivery when assessed against the policies in the Framework taken as a whole, such that the presumption in favour of sustainable development does not apply
