What decided it

The introduction of a hard boundary treatment of greater height than previously sited would create an austere and urbanising effect that would significantly erode the verdant character of this sensitive and prominent location, contrary to Policies NBE9 and GEN1 which require development to be sensitive to surroundings and positively contribute to area quality.
