The unsuitability of the backland location with inadequate access, lack of pedestrian safety, and absence of a comprehensive approach to development, which would represent poor place-making and set a harmful precedent for further piecemeal residential development in the area.
The tilted balance was engaged, but the adverse impacts of poor accessibility, pedestrian safety concerns, and precedent-setting for uncoordinated development significantly and demonstrably outweighed the modest benefits of the scheme when assessed against the policies of the Framework as a whole.
