What decided it

The appellant failed to demonstrate that all opportunities for reuse or redevelopment for employment-generating uses had been fully explored, and failed to provide adequate evidence that a mixed-use scheme had been properly considered, contrary to Policy 83 of the Bromley Local Plan.

The significant harm to the provision of non-designated employment land outweighed the modest benefits of nine additional dwellings to housing supply, such that the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole, and the presumption in favour of sustainable development did not apply.
