What decided it

The harm from conflict with the development plan (given significant weight), harm to character and appearance (limited), and harm to access to services and facilities (moderate) did not significantly and demonstrably outweigh the benefits of housing delivery (significant weight but limited in quantum for nine dwellings) and biodiversity improvements (moderate weight), when assessed against Framework policies as a whole.
