What decided it
The significant weight attributable to the delivery of open market and affordable housing, in the context of a substantial shortfall in the Council's five-year housing land supply, outweighed the identified heritage and landscape harms.
The minor less-than-substantial heritage harm to Hales Hall and the moderate harm to the setting of the non-designated Pool, together with moderate adverse landscape and visual effects, were outweighed by the significant benefits of housing delivery (including affordable housing) and moderate economic and environmental benefits, so the presumption in favour of sustainable development applied and the appeal was allowed.
