What decided it
The failure to provide adequate ecological surveys to establish whether protected species would be affected by the development, combined with evidence suggesting the presence of water bodies within 500m of the site, meant the biodiversity harm could not be ruled out and significantly outweighed the housing benefits under the tilted balance.
The substantial harm to biodiversity significantly and demonstrably outweighed the moderate benefits of two additional dwellings in a sustainable location with limited social and economic benefits, when assessed against the policies in the Framework taken as a whole.
