What decided it

The anticipated level of private car use from the assisted living dwelling would be low and commensurate with a family dwelling, and the surrounding area provides plentiful unrestricted on-street parking without evidence of parking stress, such that the lack of off-street parking would not result in harm to safety or living conditions.
