What decided it

The substantial harm to the Old Woolston Conservation Area caused by the loss of the key heritage building and the cramped, contrived layout of the replacement development outweighs the modest housing benefits of the scheme.

The benefits of housing delivery and socio-economic benefits were outweighed by the substantial harm to the designated heritage asset and harm to neighbouring living conditions; the heritage asset protection policies provided a clear reason for refusal under paragraph 11(d)(i) of the Framework.
