What decided it

The predominance of existing frontage parking on Bensham Manor Road with similar or smaller dimensions, combined with the absence of accident data and enforcement action, meant that the effect of the additional manoeuvres at No. 57 on highway safety would be minimal and insufficient to outweigh the inequity of refusal.
