The significant harm to the character and appearance of the area, caused by the prominent siting on an elevated corner plot, breach of building line, and loss of spacious character, significantly and demonstrably outweighs the limited benefits of providing one additional dwelling.

The benefits of housing delivery and support for windfall sites were given limited weight; the significant harm to character and appearance was given significant weight and outweighed the benefits when assessed against the Framework as a whole, such that the presumption in favour of sustainable development did not apply.
