The significant harm to the character and appearance of the area caused by the cramped and contrived appearance of a two-storey detached dwelling with minimal separation in a row of semi-detached properties, combined with significant harm from unresolved protected species concerns due to the pre-demolition garage removal, outweighed the moderate benefits of housing supply even under the tilted balance.
The adverse impacts of significant harm to character and appearance and protected species significantly and demonstrably outweighed the moderate benefits of housing supply and supporting local businesses when assessed against the Framework as a whole, such that the presumption in favour of sustainable development did not apply.
