Main issues, as the Inspector framed them
- the effect of the development on the choice of housing in the Borough
- the character and appearance of the premises and the area
- the living conditions of the residential occupants of the premises and of No.440 West Green Road with regard to outlook and natural light
What decided it
The significant harm to the supply and choice of family housing, character and appearance, and living conditions of neighbours, in conflict with the development plan, outweighed the modest benefits of the development in a context where the Council can demonstrate a five-year housing land supply and the tilted balance does not apply.
The modest benefits of the development (one additional residential unit, improved thermal efficiency, more effective use of the site) did not outweigh the significant harm to the supply and choice of family housing, the character and appearance of the premises and area, and the living conditions of neighbouring occupants, in conflict with the development plan, in circumstances where the Council can demonstrate a five-year housing land supply and the presumption in favour of sustainable development does not apply.
