What decided it

The loss of historic chimney breasts and the use of reinforced concrete in place of traditional materials caused significant harm to the special architectural and historic interest of the listed building which was not outweighed by the minor public benefits identified.

The minor public benefits (improved living standards, long-term viability of the building) did not outweigh the significant, less-than-substantial harm to the listed building's special interest arising from the works taken as a whole, save for those elements found to cause no or minimal harm, for which consent was granted.
