What decided it
The absence of an essential need for the appellant to reside permanently or temporarily on site meant the residential element conflicted with Policy S4 and was refused, while the holiday and manufacturing uses were found acceptable subject to conditions.
The benefits and acceptability of the holiday lodge and manufacturing uses, secured and controlled by conditions, outweighed their limited conflicts with policy, whereas no material considerations justified departing from policy S4 to permit the temporary residential use, which was therefore refused.
