The significant and demonstrable harm to the living conditions of neighbouring occupiers, particularly regarding outlook and overbearing impact, outweighed the negligible housing contribution and limited economic benefits of a single dwelling.

The adverse effects of the proposal, particularly significant detriment to neighbouring living conditions, significantly and demonstrably outweighed the benefits of one new dwelling and limited economic gains when assessed against the policies in the Framework taken as a whole, such that the presumption in favour of sustainable development did not apply.
