The site is in open countryside subject to policies of restraint, the proposal conflicts with the development plan, the Council can demonstrate adequate housing land supply so the tilted balance does not apply, and the planning history (the prior Class Q conversion right) attracts very little weight because the barn no longer exists and was never suitable for conversion.
No balancing exercise was undertaken; the proposal was found to conflict with development plan policies which are not out of date, the tilted balance does not apply, and material considerations do not justify a departure from the development plan.
