What decided it

The significant harm to the character and appearance of the Cornwall National Landscape caused by the height, density, visibility and design of the proposal outweighs the benefits of housing delivery and affordable housing, and paragraph 189 of the Framework provides a strong reason for refusal that engages the exception to the presumption in favour of sustainable development.

The significant benefits of the proposal in terms of housing delivery, economic benefits and affordable housing contributions are outweighed by the significant harm to the Cornwall National Landscape, which carries considerable and substantial weight as an asset of particular importance under the Framework
