What decided it

The harm to the conservation area character and appearance, combined with the detrimental effects on neighbouring living conditions and inadequate refuse arrangements, outweighed the limited benefits of providing two new dwellings in a sustainable location.

The social, economic and environmental benefits of providing two new dwellings of a type in need within a sustainable location were insufficient to outweigh the harms to the conservation area character and appearance, loss of outdoor amenity space, loss of outlook for current residents, and inadequate refuse storage arrangements.
