The identified adverse impacts of the development on character and appearance and the principle of locating new housing outside the settlement boundary significantly and demonstrably outweigh the identified benefits of housing delivery and economic contribution when assessed against the policies in the Framework taken as a whole.
The modest housing benefit (five dwellings) and moderate economic benefits were outweighed by the significant harm to character and appearance and the conflict with development plan policies directing development to sustainable locations within settlement boundaries, despite the Council's inability to demonstrate a five-year housing land supply.
