What decided it
The inability to rule out adverse effects upon the integrity of the Benacre to Easton Bavents Special Protection Area in the absence of any secured mitigation measures weighed very heavily against the proposal and was decisive.
The modest contribution to housing supply and the benefit of delivering an accessible dwelling suitable for disabled or elderly occupiers were outweighed by the very heavy weight against the proposal arising from the inability to rule out adverse effects on the integrity of a Habitats Site, which requires imperative reasons of overriding public interest to justify permission.
