What decided it

The cumulative harm from unacceptable impacts on highway safety and unresolved flood risk uncertainties significantly and demonstrably outweighed the benefits of housing delivery and affordable housing contribution.

The benefits of 14 homes in a sustainable location, the affordable housing contribution, and modest economic benefits were outweighed by the significant harms from increased vehicular conflict on Wheelers Lane and drainage uncertainties, such that the presumption in favour of sustainable development did not apply.
