What decided it

The harm to the Outstanding Universal Value of the Cornish Mining World Heritage Site, as a designated heritage asset of particular importance, provides a strong reason for refusal under paragraph 11(d) of the Framework, which outweighs the limited benefits of providing one dwelling.

The limited benefits of housing delivery and economic benefits from one dwelling do not outweigh the less than substantial harm to the significance of the World Heritage Site, given the great weight required to be afforded to the conservation of heritage assets
