The significant harm to the rural character and appearance of the countryside edge, resulting from backland development that would extend rather than consolidate the built form, was not outweighed by the modest housing benefits even under the presumption in favour of sustainable development.

The significant adverse impacts on character and appearance were significantly and demonstrably outweighed by the moderate benefits of housing supply and provision of an accessible three-bedroom dwelling.
